but normally yes, you are right is higher than in the USA. In another way, I recommend getting a mortgage in the USA and using that money to invest out of the country.

 yes, las Terrenas is a very good place to invest.

 For build equity and cahs flow I recommend SAMANA, PUNTA-CANA, PEDERNALES

To purchase a property in the dominican republic you only need 3 docs certified:

1- certified of title ( Titulo y deslinde )

2- certified of lien (Cargas y gravamen )

3- certified of taxes ( IPI )

if you get those 3 things you can get the information on the web portal of those institutions and get the information if those are original and are right and if are right you can buy without problems 

another way you can get a mortgage is with the bank and the bank makes everything for you.

Las terrenas is beautiful and growing as well but for family and short term rentals is an ideal place being that it’s close to la romana, Santo Domingo, miches, bayahibe, and to the airport as well. I’ve contacted banks in regards to Ioans and as you know rates are a bit higher than in US and you have to go through much more hoops to get one. I’m new to the DR market as well but I think it’s very lucrative also being that tourism has grown so much in the area .
