I have recently connected with someone who agreed to JV. Should we have a contract between eachother? If so, should it be signed before making an offer to a seller to get the property under contract? Any and all advice given is appreciated!

Hey all. I have a simple question that I'm almost certain I know the answer to, but to be safe I would love to have opinions from others. Is it legal to have a contractor visit a property to give estimates on repairs without having the property under contract?
