It would be appropriate to do it ASAP as you are breaking the FHA contract by not living there. Having an FHA mortgage requires the person on the contract to live there for at least one year. It sounds to me like you are breaking this

I don't have any auctions I know of but I know that if you can get an off-market deal now, it would be 10x better than bidding wars with 20 other people.

If I were you, I would get the inspection although a mortgage doesn't require it. Also, refinancing your 1st door might be an excellent idea if that door positively cashflows after refinancing it as you would add another source of income

No, for an FHA you have to live in the house no matter what for 1 year

Don't rush a tenant because if it ends up that you get a bad one, It will be a LONG process getting them out.

This sounds pretty good as just a 5-plex with nice cashflow. If I were you, I would Refi right before the balloon ends to a long 20-30 year term loan.
