This is similar to the advice from @Nathan Gesner 

Here is an example that was used on a podcast episode. When you flip a coin its assumed that you'll end up with heads or tails. You are either handy or not. What if you had the option to set the coin down rather than flipping it? Now you have a third option. You can place the coin on its edge. This third side is about knowledge. You just need to understand the scope of work a contractor or handyman is going to take care of, how long it should take, and the cost of time and materials. By continuing to ask great questions here on BP, reading posts and books, talking with local investors, and with contractors you will develop the base knowledge needed to rehab and/or maintain a multifamily property. 

Something I have found as an agent is that it's rare when an owner can complete a punch list of repairs with the same quality and attention to detail as a professional. Their work often looks DIY and causes the house to be less desirable. For a seller, this means it will likely sell for less money and take longer to sell. For a landlord, it will likely lead to lower quality tenants and increased vacancy. 

You're doing the right thing by asking other investors on BP what they think. Best of luck!

This is not surprising given Oregon just imposed rent control last year. The mayor and country chair for Portland and Multnomah County in Oregon have announced a moratorium on nonpayment evictions due to job loss.County court proceedings for evictions have been suspended until "April 30th or later."
