I am new to "poor land management; that does mean the state has permitted residential buildings in high risk areas?  (that's my best guess).

I became a PENFED member to obtain a HELOC, however after inquiring more they don't do the investment and they also have a limit to the number of properties you can own. I think the agent said 4 properties. The agent told me this is Fannie/Freddie rule, but doesn't sound right to me.

Gents...have you heard of any banks NOT lending in certain areas?  

Theory: if banks stop lending, would real estate investment lenders lend?  What are your thoughts this would do to the rental market?

Consider the seasoning period of conventional lenders. Some investment leaders offer products prior to Fannie's mandatory ownership period.

2 years is plenty of time.  you know the market already. 

Aim to establish contacts to help you (contractor, agent, PM, etc) within next 3 months. search for a home for 3-6 months (that meet your risk level) and close.  That will give you at least one home to start with (experience).

What kinds of numbers are you using?  

You are starting young, advantage. Stick with it. You also have the VA loan option along with Navy Fed and PenFed options.

How far are you?  Might be worth your time and effort to establish relationships in person.  

I have lived everywhere I invest so no I have not faced this challenge, however some questions for you to consider below:

-comfort level with telephonic calls to local contacts (agents, contractors, etc? 

-knowledge of rental market (by street)

-are you creating a long term team? or just a one time fling?
