I taking for granted that the property is in Glendale.  L.A.also has a city and county Dept of Building and Safety.     http://www.glendaleca.gov/government/departments/community-development/building-safety

Not a chance in hell.  If you like living on the edge as a landlord, you have found it.  If he don't act up, his friends probably will sooner or later.  Don't invite a potential nightmare into your life.

The New Year can be a time to start anew. My 2014 was not bad, but could have been better. 2014 was a step in the right direction. To all BPers, the time has come to have a plan to put in effect for 2015. The sky is the limit, yet your feet must stay on solid ground. More knowledge, more money, more confident, more BP contacts, more questions, more effort, and more answers to and from the BP family, more planning, more executions on your plans along with eyes wide open. Make 2015 a better year for you and the ones you care about and love. Good hunting to all and may the road rise up to meet you. To a prosperous New Year to all.

You say you are not rushing, but the altitude that you are displaying in your post speaks volume.  It like someone says, "I'm not mad", but it is obvious they are.  Once I was doing some repairs on a property I had in Houston and it was the Christmas season and I wanted to get home in L.A. badly.  This would had been a mistake.  If I rush back home I would loss an extra month rent and the cost and time for a return trip to Houston.  Truly I was trying to rush things.  Finally I came to my senses and relax.  I stayed a couple more days finish the repairs and got a new tenant in before I left.  I use to try to rush things.  Many time things did not work out until I slow down.  With patience, I started to become more successful.  Hard work was necessary, but so is patience and knowledge.

I am in L.A. and I was able to get a homeowner's permit to add 2 rooms to my house.  I was also able to get one to put a 2nd house on lot that was permitted to have 2 units on it.  Not sure if I could have got the homeowner's permit for a vacant lot.  You may can find a retired contractor as a consultant maybe using a newspaper ad or craigslist.  Use your due diligence on this person before using him. Find out about other projects he did.  Also find where there are building trades classes given and talk that department head for references. Adult schools, vocational centers, junior colleges, and business colleges good places to look.  Craigslist, Backpage is another place to look and you can even run an ad stating you are looking to have this done.  Always, always do you due diligence.
