@Jorge L Garcia is there a way you can ask the engineer you spoke to what his suggestion / opinion would be on either the concrete or steel piers? 
What I found when reading around was that the steel piers cost about $100 more per pier, but they are hydraulically driven down to a stable substrate. 
Steel piers rust, but it takes a very very very long time.

Check out this article written about Real Estate Comps and scroll down to "Free House Value Sites & Paid Property Value Sites" 

I would also check out this article on Intro to Real Estate Deal Analysis to give you a really good idea and starting point on analyzing the numbers. Get familiar with the terms and ideal numbers to hit. Then look online (MLS, Redfin, Property Shark) and test out the numbers.
If you find a property worth looking deeper into, post it on the site under "Real Estate Deal Analysis & Advice" section and you can get some feedback.

Great to know, thanks @Shawn Thom . I also noticed when a major construction change is needed from the original plan, its recommended to receive & approve a change order from the GC. Just an official document explaining the change. Something that may come up that the bank may want to see.

Wow, what a difference! Those wood pattern floor tiles, bigger window, & shower tiles really open up the space. 

By the way, I like how you laid the tiles out horizontally (width wise). It really makes the space seem a lot larger. Well done!

@Mathew W. here is an article that might help clarify the construction loan Get a Construction Loan

There are different loan options, pre qualifications, etc. I suggest calling a bunch of banks (preferably national lenders) or getting with a good loan officer that has construction loan experience. That may help with clarifying the process in your area. 

@Shawn Thom I am assuming the lenders wanted to know exactly what you wanted to do with the property. Is that so? 
Are you using a builder / general contractor?

Im no pro in this, but does this help? I think it looks good if done correctly.

On a rental I would paint it.
A flip, probably would drywall it up.
