Does anyone have some information on the new First time home buyer program? I've tried to find info but have been unsuccessful.

Or should I bide my time and wait for the multi-family home I want to start with?

I found a good starter house for me start my rental property empire! (Yes I said empire! Gotta think positive!) 
It's a 3 bdr 1 ba small town home. 
I talked to the owner that lives 400 miles away. He told me he would be interested in doing owner financing if I needed it. I told him I was looking to get into the rental business and he himself was in it. 
He seemed like he really wanted to help me out! I think I have a great opportunity here that I need to pounce on pretty quick in order to get my foot in the door. 
 
How should I approach him? and with what kind of terms would be the best in your opinion?
I think I can settle for 24,000 and he told me he was renting it out at $450 a month. Which is realistically all I would be able to get out of the nieghborhood its in. 

 Any help would be very much appreciated!!!!

I feel your pain. 
I work from 7am to 6pm 5 days a week then 7am to 3pm on Saturdays.
It's hard to get started with limited funds and another mouth to feed on the way. But anything is possible! It helps alot when you know how to talk to people, my fulltime job I am a salesman/mechanic. So i'm not shy about talking to people and making deals! 
 
Just get out there and do your best!

 I can buy houses in town that need just alittle bit of cosmetic work for 20,000 all day long. (Yes 20,000 is what I said.)

yet houses in the country would be a bit more expensive. So I would HAVE to ask more for houses out in the country. 

I'm just starting out in this "hobby." But I would like everyone's opinion. 

 It seem's like %80 percent of the people I know that live in town, want to live in the country.

Would buying houses outside of city limits make people want to rent out my houses more? And also can I ask more for rent per month because I have what everyone wants? 

 Feedback would be appreciated!! :)

I suggest you begin by studying the MO. Real Estate Agent's Text Book, there you will actually learn real estate, the basics that answer 70% of all the questions asked on this forum. Then after you know what it's all about and the local customs, learn the niche strategies we talk about here on BP. Don't confuse an education with podcast or forum chatter.

 Thank you for the compliment on my town! Seems if I'm getting into real estate/renting out. I have to watch for low lifes and drug heads in this small river town. lol

 That is a great idea on the MO. Real Estate Text Book. Do you have any idea where I can get one?

If you are like the town I live in they have groups on FB like Buy, Sell, Trade groups. I've seen alot of people post on there and get plenty of response from it!
