Check out RTA Cabinet Store.  They have affordable cabinets and vanities made out of 1/2" plywood.  Only down side is that they come unassembled, so you (or a subcontractor) would have to assemble them.

Whether you hire a GC or a subcontractor, you will more than likely being doing some sort of babysitting.  Sorry to be the bearer of bad news. Just part of the industry.

If you are that tight on your rehab number, I would highly recommend spending $400-$500 to have an inspector go through the home.  Especially to look at large ticket items like roof, electrical, hvac, plumbing, etc.  

Demos at hardware stores, and shadowing subcontractors.  If you need drywall work done and have to call a drywall sub, ask them if they would mind you shadowing them, or even trying to help them out.  Most subcontractors wont have any issues with this and would love any extra help they can get, whether it is help carrying material or help mixing mud.

All projects are different, but I would say contractors shoot for %25-%35 profit.  So in your example of a $40k rehab, the contractors costs might be around $30k.

He may want to do his research on the subdivision regulations. I may be incorrect, but I believe there are a few subdivisions in the area that have stipulations on how long you can hold the lot before you have to build on it.  Once again, I may be incorrect on his.
