Hi, I would also be very selective property management companies in Birmingham, So have more experience than others, in the c class neighborhoods. C class areas in Birmingham are largely section 8 rentals. I would also be more selective when purchasing a house in Fairfield, the city is very financially strapped, the city services are subpar as well. It may be best to seek a turnkey provider like J Benoit , who’s familiar with these areas.

The roof looks older, but I believe it could last another 5 years (max). Please know roofs in this area only cost between $3,500 & $4,500, maybe after paying a General Contractor you pay $5,500 at a maximum. Your inspector seems to be correct.

It's entirely common for an inspection report to cite a need for a roof soon when buying a turnkey house. (Unless the roof is newly installed) 

 I sometimes wonder if this is done as a liability measure. Although I wouldn't disregard anything on an independent report, If you would like for someone to go by there, I could arrange.

I'm not sure a roofing contractor is needed. As long as your inspection report came from a certified home inspector, and he provided pictures of the problem area, That's reason enough for me suspect you may need to factor a new roof into your future repair list.

This particular property is owned by a local alcohol and recovery organization. It seems to have been owned by the same group since 1997
