Part of this presentation will be given by Doug Quattrochi, Executive Director, MassLandlords, Inc. Doug was a founding member of MassLandlords in 2013. He became the association's first Executive Director under new bylaws in 2014. Since then, he has scaled the organization from a core of 160 members in Worcester to approximately 2,500 dues paying businesses from Pittsfield to the Cape, and from an all-volunteer team to approximately 20 full and part-time staff plus 50 volunteers. Doug has been instrumental in advancing democratic governance mechanisms, including score voting for policy priorities and a staggered and democratically elected Board of Directors. Doug also oversees the RentHelper spin-off, which is expanding access to electronic banking for those of us who are unbanked or underbanked. Prior to MassLandlords, Doug held leadership roles in various Massachusetts startups, two of which are still operating. Doug holds a Master of Science in Aerospace Engineering from the Massachusetts Institute of Technology.

Part of this presentation will be given by Peter Vickery of Bobrowski & Vickery, LLC. Attorney Vickery practices law in Western Massachusetts where he focuses on landlord-tenant law (representing landlords in Housing Court) and discrimination defense (representing business owners in the Massachusetts Commission Against Discrimination). He graduated from Oxford University (Jesus College) with a BA in Modern History; obtained his Post-Graduate Diploma in Law from the University of the West of England in Bristol; his JD from Boston University School of Law; and his Masters in Public Policy & Administration from the University of Massachusetts, Amherst. Attorney Vickery served one term on the Governor's Council (the elected 8-member body that approves or vetoes the governor's choice of judges in Massachusetts) and on the State Ballot Law Commission. As Legislative Affairs Counsel for MassLandlords he drafts bills, bill summaries, and testimony in the area of housing law, and writes amicus briefs in cases that have strategic significance for rental-property owners.

We're back in Worcester!!! Thank you for your patience as we worked to find the best possible venue.
Our annual business meeting is being conducted electronically and at this one in-person event. Come vote for our annual director and on some needed bylaws changes!
Also, the state sanitary code has changed! It defines what every apartment in Massachusetts must do and be. Unlike the building code, which is usually inspected only at time of permit completion, the state sanitary code applies in all rentals all the time, and can be inspected at any time. Did you know it changed in half a dozen major ways April 1?
Few units are fully compliant as-is. We'll review the new code in easy-to-understand detail and help you get a sense of where you may need to make repairs or improvements.
The state sanitary code is your biggest liability in a nonpayment situation, where a renter is being taken to court. They will be able to counterclaim based on the condition of the apartment. If you anticipate having any kind of conflict resolution process with a renter, it's critical that your apartment is fully up to code and your position is one of blamelessness.

Did they do it? We'll know just before Thanksgiving if Representative Mike Connolly has gathered enough signatures to put rent control on the ballot in 2024. This ballot initiative is hideous for its vagueness and all-encompassing cruelty. It would allow towns and cities to put landlords in jail for no reason, ban move-in monies, and prevent repairs. It would impose unelected, unaccountable rent control on Massachusetts. And the crazy thing is: we've seen it all before!
We'll review the history of rent control in Massachusetts. We'll share the true, verified stories of how Peter Petrillo died of a heart attack. How George Tarvezian was jailed. How the Bolognas were bankrupted. And we'll show it all on our soon-to-be launched educational web site opposing this ballot initiative.

MassLandlords has been running well! But it has been seven years since the bylaws were last updated, and we need to do some maintenance. At this meeting members will have a chance to review and comment on nine changes proposed to the MassLandlords bylaws.
The complete list of changes being proposed is as follows:
Offer an option of monthly dues in addition to annual dues.
Have the President, Treasurer and Secretary be decided apolitically based on seniority.
Formalize the Executive Director role, which was created in 2014 by Board resolution but which isn't in the bylaws.
Protect membership lists from marketers.
Use score voting (rating candidates and choices, as we already do).
Simplify annual meeting schedules to line up with state reporting requirements.
Expand our legal mission to recognize the Certified Massachusetts Landlord™.
Allow message board admins to curtail services without terminating membership, for instance, to pause access to the message boards following a "three strike" process.
Require members receive advance notice of proposals to change the bylaws.
The changes proposed are available for members to read online in Microsoft Word redline format.
Attendees will leave knowing what changes are proposed and having provided feedback on wording. The final wording will be announced for the December ballot after we hear your feedback.

Part of this presentation will be given by Doug Quattrochi, Executive Director, MassLandlords, Inc. Doug was a founding member of MassLandlords in 2013. He became the association's first Executive Director under new bylaws in 2014. Since then, he has scaled the organization from a core of 160 members in Worcester to approximately 2,500 dues paying businesses from Pittsfield to the Cape, and from an all-volunteer team to approximately 20 full and part-time staff plus 50 volunteers. Doug has been instrumental in advancing democratic governance mechanisms, including score voting for policy priorities and a staggered and democratically elected Board of Directors. Doug also oversees the RentHelper spin-off, which is expanding access to electronic banking for those of us who are unbanked or underbanked. Prior to MassLandlords, Doug held leadership roles in various Massachusetts startups, two of which are still operating. Doug holds a Master of Science in Aerospace Engineering from the Massachusetts Institute of Technology.

This presentation will review the difficulties in enforcing rental agreements in Massachusetts. In particular, we will review the recent case of Ferreira v. Charland, which shocked many:
A landlord did the right thing.
The judge agreed.
On appeal, the landlord lost.
Attendees will leave knowing more about the landlord-tenant legal framework and how to enforce rental agreements.
Part of this event will be presented by Attorney Larry Farber. Attorney Farber is a founding partner of Farber and Lindley. He has been practicing law for over 30 years. He concentrates his practice on landlord-tenant law, discrimination, wrongful discharge from employment, personal injury and general civil litigation. He has extensive experience, in both jury trials and trials before judges, in the Housing, District, Superior and Federal Courts, and before the Massachusetts Commission Against Discrimination. He was a member of the Board of Directors of the Massachusetts Bar Foundation from 2010-2018 and was the chair of the Western Division Bench-Bar committee for 5 years, and of the State Housing Court Bench-Bar for 2 years. Attorney Farber has received his B.A. from the State University of New York at Buffalo and his J.D. from the Northeastern University School of Law in Boston.

Landlords cannot turn away households with children because of lead, but children cannot live around lead hazards. We must delead! So what must we do, exactly? This presentation is fully updated to reflect tigher CDC, EPA and Massachusetts standards, as well as the recent $2 million Massachusetts lead grant from HUD. We will teach the basics of lead remediation:
Why lead is hazardous
Where we find lead
Deleading methods
Letters of interim control
Certificates of Deleading Compliance
How to delead with renters still in the unit
What to say when a renter informs you they have a baby on the way (hint: delead, don't discriminate)
Tax credits and grant funding
Using the new CLPPP database 2.0.
This is not a moderate risk deleader training. Attendees will learn about the deleading training that is available (typically, 16 hours). Attendees will leave better prepared to either take the deleader training course or hire a licensed deleader contractor.
