I am thinking to have a website that I can put photos and video of the rental properties there for potential tenants to view, also collect rents online. Could anyone recommend the best way to do it?

I think the best for your situation is to find a good REO agent and buy something off MLS, it's just easier for you to handle for now.

where to start? My suggestion is to educate yourself as much as you can! Read, read and read (books, blogs etc), go to local RE meetings to learn and network, then find yourself a good investor-friendly agent.

I am making offer on this duplex that has extremely strong pet odors everywhere, not only from the carpet, the carpets were already removed, I just think it's everywhere.

It's hard to tell without knowing other factors, but I personally prefer duplex, which is just a lot easier to rent out than 4plex. Duplex is still like a house, 4plex is more like an apartment with more management, just my personal preference.

Purchase 40K with ARV 60K, that's pretty thin...
