I don't think there's ever a bad time to invest...it's how you invest and what strategy you use. Sometimes it may be easier to find deals, sometimes harder...you may have to change your strategy depending on which way the market is moving.

For me, it was about understanding the concept. I noticed that I was given more scenarios to see if I understood the concept of what was needed. My suggestion to is focus on the concept and purpose of each subject matter and how it manifests in real estate...

@David Rogers...My opinion is to alert the alderman first and allow them to contact the owner about the building.  A letter coming from them would carry more weight. I would get a few more of the alderman's constituents to sign on to whatever correspondence you use with the alderman to show the communities concern. Even if you can get some of the teachers and administrators at the school to join in on the letter to the alderman. If you can talk with some of the cops on the beat, they may be able to give some insight as well.  I would present the letter in person. I've been thinking about how to get some of these buildings that are taken over in this fashion and turn them into investment properties. Some are easier than others. The sad part is that in some areas, there's more than one in a block which makes it hard to clean it up.

Welcome @Cristina Izquierdo!!  If you go to the bar at the top next to the Bigger Pockets and click on "Community" in the drop down you have "Forum Categories" .  There are many to chose from depending on your questions but if you scroll down a bit, you'll see one especially for Real Estate Agents. You may be able to find some help there with your questions.
