I would recommend you send them a later saying they are in violation of the lease. I would either charge a monthly pet rent, or charge and additional pet fee of the $250 for the second pet. I believe you should charge them the additional fee due to the fact that 2 dogs will cause more damage than just one, if you ask a pet owner to get rid of one of their dogs chances are they would not, even if they said they would. 

I would also consider how much longer they have on their lease before charging a pet fee or charging the monthly pet rent. Ultimately you must go by the lease.

My husband and I were in the same dilemma 4 years ago. I would recommend purchasing the 4 plex. With an Fha loan you must live there for a minimum of 2 years. Meanwhile, you can save up money for a bigger down payment on another investment property or home for yourself. What my husband and I did is he went and got the money he saved from the Fha loan, and purchased another investment property with a conventional loan. It's only a 2 year sacrifice is what you need to remember. However, the long term results will be greater doing it this way. The ultimate goal my husband was trying to reach, was to be able to make enough income so I could stay at home. The goal has been met, and I haven't had to work yet, besides doing what I love to do. 

SIDE NOTE: With an FHA loan, it's very hard to downgrade, it's much easier to upgrade and get underwriting from an Fha lender.
