Thank you everyone for the feedback. Luckily my county offers a pretty user friendly online portal, perhaps there is a tenet login option, but will need to investigate further. If not, I think the invoice route seems the simplest. As many of you have suggested, the main thing will be building an expectation with the tenets on when, how and how much the bill we be each month. The bill per unit will be less than 50 per month so it shouldn't be to much of an issue.

BP is amazing place to help answer the challenges we come across as landlords (especially new ones like myself!).

Hi BP, I own a duplex in PA and recently upgraded the hot water system from a single oil fueled system to a duel electric hot water heater system. The two hot water heaters have been installed and the second meter will be installed in the next week or so.  Once complete, the tenet will be responsible for the cost of the water and heating the water.  

The issue is that the county does not allow water bills to be in the name of tenents and must remain with the owner.  Therefore, although the bill will be seperated by the two meters, I do not have a process to allocate this cost to the tenets on a monthly basis.

Has anyone dealt with this in the past / what would be the best system for having my tenets pay there monthly water bill?

@Daniel Reyes doesn't this defeat the purpose of an LLC. One of the main reasons to form an LLC is to limit your liability no? What if your LLC is sued by a tenet, does having the personal guaranty on the financing put you at greater risk?

Don't have the answer but something to consider.

@Greg Scott interesting solution, I assumed something like this would not be permitted. How would you go about charging tenets their portion?

A property I am interested in buying currently has the landlord pay for water, gas, and sewage, while the tenets pay for electricity.  The property uses an oil furnace for heating.  How expensive would it be to disconnect the oil furnance and move heating to electric baseboards?

@George Bruton I am from Clinton, New Jersey and have spent a decent amount of time in the Lehigh Valley area.  From research, discussion with friends, family, and fellow real estate enthusiasts, the area has great opportunity for growth.  From a logistics standpoint, the Lehigh Valley Area, is in the middle of Boston, NYC, Philly, Pittsburg, DC, and Bailtimore.  

Lastly, ADP recently annouced there moving their HQ there, which will definitly spark additonal industry interest.

Not saying it's the REI goldmine but from my background, and research it seems to have potential.
