Usually POS is just exterior. If you come across a property with interior/exterior you want to pass. Unless you do business in a more desirable area like Shaker heights. all of the heights around here have POS.

I think this mainly because out of state investors need to be kept in check. For those of us that are local and take care of our properties, its nice to see that the city intends to hold others accountable.

I would work with a local electrician to address. They will end up fining you

If the property is owned by an LLC you will need to have a lawyer, can only represent yourself if owned personally. Regardless you won't do well without a lawyer that knows how to navigate the court. If you need a contact let me know I have used a company for 2 evictions here in the past...

This wont pass in my opinion
