What is a GIS system? Also, i look up the owners in the property taxes website for my city but could only find the duplex they are associated with.

Tax records? So i just look up my cities tax records ?

I was driving for dollars and wrote down all the addresses (mainly duplexes). I searched the country clerk's office and found the names of the owners but, I don't know how to find their current address so I can direct mail to them. Any tips?
