You could either expand your areas of interest or conduct targeted mailing campaign so that you negotiate directly with the seller and get a better deal

Weimark. Its very popular among landlords in NYC. I believe they  deal with clients nationwide as well. It performs thorough background and credit check by scouring court records and documents

Id pass on the deal too. There's too many red flags. Given the location, you are going to have a difficult time attracting good tenants.

I agree with @Kurt Charles. Getting your license protects you from a legal standpoint and grants you access to MLS, where you'll find your deals. Not only that, when working in a brokerage, you will gain the experience of working with buyers and sellers that will inevitably serve you well if your intentions is to wholesale. There are some states that are making it hard for wholesalers to operate as usual because of how unscrupulous many have been in the past. If caught, you are at risk of receiving hefty fines. So yea, i say license is the way to go

That's outrageous. You have to put up at least 5k only to give them 50 percent of the profits. Sounds like a one sided deal to me and its not exactly in your favor
