Does your state law actually say that? Or are you interpreting it's silence as meaning that the contract law is inapplicable. But let's assume you are right - you now know why I'd be telling your tenants they don't have to pay your late fees.

My homes are in parks, I have to pay a $25 late fee, and I feel only $5 per Day for my time, effort and concerns over them making their payment, is an extreme discount. They don't normally get out of the 5% to 10% range, of the rent, so therefore aren't that unreasonable.

Then go to the advice above and read what it says.
"If your state does not set a specific limit, don’t let the charge exceed 4% to 6% of the total rent. A higher total might not hold up in court."
