It depends on the project.

C of O is issued by building department certifying that it’s up to code and you or your tenants can live in. If you’re buying a new building/unit, developer is responsible providing you with a c o. If you’re buying project to rehab, your responsible obtaining one after all work is completed per code.

I wouldn’t do carpet over hardwood because you’d have to change it every other year or so. Keep the hardwood.
