Mostly the switch or loose wire on the switch You call the last electrician and see if they would do a warranty service call or find a new electrician. 400 to replace light seems really high unless he proved a very high end light. Was it the electricians idea to replace light? Or yours? If it was yours, next time let the service person troubleshoot it. If it was the service person he should warranty it Bill
