You are welcomed to demonize proponents of rent control all you want but when you do please also consider the NIMBY's all over California who are equally effective at resisting housing. 

Compare zoning on the Eastern side of San Francisco versus the Western side of San Francisco and consider the impact that has on the fair market. 

Take Concord for example, I lived there for a year and half. Empty lots galore, all over the Nextdoor app they complain about potential traffic that would result from new apartments, non rent controlled. On 2018 a developed bought a sizeable building and immediately raised rents in existing tenants by 25% or more. Walnut Creek is staunchly against duplexes and quads and when pressed for an opinion, the mayor's response was that "people migrated West because to avoid dense communities".

It goes both ways. You cannot have your cake and eat it too.

As the title implies, need help finding someone that will issue a HELOC on a home I don't live in. It's 2 hours away, in Seaside Ca.

The short answer is Yes and it depends on multiple factors. Sometimes you have to value add, ADU, or maybe even Airbnb.

I'd reach out to David Greene and get on his distro list. Very recently he posted a 3 unit in Oakland with $7300 in revenue.

Michael Zuber (look him up) has over 100 units in Fresno and he lives in Sunnyvale. 

He was also buying when the market dipped for the most part. 

People still need places to live in Fresno. Don't buy into the "not enough tenants" stuff. Less qualified ... maybe. Non existent? I don't believe that. That's where you consider Section 8 with an experienced PM. 

Neighborhood class is subjective.

Price to rent can be extracted on Zillow Data in a matter of minutes down to the zip code. 

Assuming your monthly rent is $900 and you are saving 5% a month as you should for maintenance like this, that puts you at $540 a year. You're trending $514 over the course of this year. 

You're fine.
