@J.j. McGuigan from the details you provided, it sounds like you want to wholesale the property. This will require you to put the house under contract and put up your earnest money and then trying to find a buyer. You would then assign the contract to the new buyer for a fee and that is totally legitimate. If you didn't put the property under contract and just tried to solicit a buyer, Bird dogging as you put it, then it would be against license law for you to collect a fee Because you're  essentially  acting as an agent in the eyes of the law. If that's something you want to do, then you should get an RE  license so you can legally get paid
