I own a fixer-upper in Philadelphia. It's an up-and-coming area near University of Pennsylvania. It has a roof it's in great condition but I have to gut it out and lay a foundation. Can I get away with $40,000 to fix everything?

Since 2017, I've been trying to establish a passive income. My credit is fair to good.  I have six thousand to $12,000, what can I do to establish a reliable source of passive income (I'm in debt by the way and I'm working to pay it all off)?

Is it possible to buy a property (ie single family home, townhome) and avoid the closing cost/ down payment? or is it possible to reduce the cost to a more cheaper and affordable cost?
