I own a fixer-upper in Philadelphia, how much will it be to fix?

I own a fixer-upper in Philadelphia. It's an up-and-coming area near University of Pennsylvania. It has a roof it's in great condition but I have to gut it out and lay a foundation. Can I get away with $40,000 to fix everything?
