Jennifer is correct.   I HAVE purchased at sheriff sales (just bought one yesterday), but it's a risky game, especially for beginners.   Probably the riskiest way to buy.

Do NOT change your phone number.   I've had people throw the card in a drawer, and call me 3 years later.  Hopefully sooner than that, so you can get some of that mailing expense back !!

Who said 4-6% in the stock market?   Geeze, I can give (passive) investors that no sweat, without the volatility of stocks.

Also, beware of scam artist contractors...   they are always cheap, but you will lose in the long run.

My advice would be to SCREEN SCREEN SCREEN your prospective tenants.   Then screen them again.     If you are in center city, you may not find perfect credit, but you can find good tenants if you screen.

I have a very large 4 bed / 3 bath fixer available in Tobyhanna.   Has a brand new septic.   I have too much going on right now, I can either give up some of the profit by wholesaling it, or give up profit by sitting on it until I finish other projects.     I think I would prefer to wholesale.

Is there ANT database that tells you what local section 8 ALLOWANCES are?

I think the vacancy rates that are published are "skewed" because there are a lot of uninhabitable units, causing the numbers to appear high.            What you really need to be concerned with is YOUR vacancy rate.....      my goal is always to find tenants who are going to stay a long time.  :-)

I agree with Dave Lin, but purchased and put right back on market is not necessarily a concern.   Maybe it was purchased at auction?   Maybe a distressed property that sold at a discount because it was going to foreclose?    I would want to know the reason, but it often turns out to NOT be a problem.
