Strategies differ based on State and even county.

Here in Florida it's like shooting fish in a barrel, simply get the tax certificate list for your county and mail the people. 

Tax Deed people is another story but you can easily get that list too and do the same thing, just have to be sure to do some Lien searches cause even if they only owe $10k in back taxes, there might be other crap on there that a tax deed sale would wipe out but a purchase from the owner won't.
