Where is the best place to find Landlord tenant laws in PA (can't seem to find any real detailed infomation) . Really need to gather some information on poor property management service and how to handle getting important things done in the rental unit?

I recently signed a lease to rent an apartment , but during the viewing i missed some key issues with holes and openings in some of the walls which allows mice and other insects to come in if chosen to , also a basement window that doesn't lock .(not the best neighborhood either)  The property management company seems to be taking there time to fix these issues even after they spoke to the terminator who brought this to my attention in which they hired , how should i handle the situation to get things taken care of?

I am apartment searching and i came across a few landlords or agents who states that there studio apartments are only for one person is that illegal to limit space to just one tenant without any reasons just because of the space provided in that unit?
