Start the eviction process. The longer you wait the deeper the hole you dig for yourself. If they were not forthcoming in the beginning there is no point in trusting them in the future. You should get legal counsel. It will cost you more in the long run if you don't.

Give them an incentive to pay early. The rent is $725. If received on or before the first its $700. After the 5th it's $750.

It's the human element. They don't want to fill out an application and pay fees because they already know their credit is awful and they will be declined. They are looking for the landlord that is desperate. Beware of prospective tenants that bring cash and need to move asap.
