Post: How could you find a home owners phone#/email w/ just an address??

One of my tenants was bit by the neighbors dog this week. The dog chewed through the fence in the yard that belongs to the neighbor.  I would like to call the owners of this property to fix it so the dog can not come onto my property anymore. Is there anyway to find the owners phone number with just the house address? This property is 3 hours away, so I would prefer to do this over phone or email.

I have a short sale 4-plex in CA for 130k (plus 7k to pay of the second loan). It rents for $2600 in total. I would love to see this deal put through the BP ringer and get some feed back on it. ?Thank you

Some numbers on the property

Rent total +$2600

Monthly expenses

Principal & interest -$694

Water -$350

Trash -$250

Vacancy %10 = -$260

Repairs % 5 = -$130

Property management = %8 = -$208

Insurance = -$140

Yard work = -$50

A.) Buy a 2 bedroom fixer for $38,000 in San Bernardino CA. and fix it up for $15,000. Rent for this would be $750 a month. It will be worth $70,000 once it's done.
With this house, I can borrow against it (because it's paid off), and keep re-investing.

OR

B.) Use the $60,000 as a down payment for 2 or 3 more investments properties that would rent for $750?
With these houses, I won't be able to borrow against them and re-invest.
