In most, if not all, municipalities across America, the property taxes for investment properties are higher. This is due to the Homestead exemption that is placed on owner-occupant properties. The homestead exemption is a tax break for owner-occupant homes. Therefore, when you move out of a house and turn it into an investment property, you should contact your assessor and update your property tax classification. Failing to do so can be viewed as a criminal offense.

@Account Closed While I have not seen that particular article, I have known that Scottsdale, along with other Arizona municipalities trying to circumvent the law. Your quoted article further highlights that it is unlawful for cities and towns from prohibiting short-term rentals.

Your article further highlights that the only thing a municipality can lawfully do is add additional hops to operate a short-term rental legally. Scottsdale requires the owner to provide emergency contact information to the city and assess a fine to the property owner if they don't. However, that alone does not outlaw or ban short-term rentals. Scottsdale even realizes that is not enough to stop short-term rentals, hence their efforts to get laws in place at the state level to aid them. Unfortunately, those efforts have even proved to be unsuccessful.

I would recommend a wise investor, such as Robb, to be lawful and simply give emergency contact information to the city. I would further recommend a wise investor to hire a licensed property manager who specializes in short-term rentals to manage your investment(s), especially for someone who resides out of state from said investment(s). I work with a licensed property manager who solely manages short-term rentals and is versed in the state law and municipal code. It would be smart to give your Property Manager's contact information as the emergency contact to satisfy Scottsdale's ineffective municipal code. The Property Manager will then contact you in the event of a true emergency.

In conclusion, many large municipalities, if not all, have some sort of regulations for rental property, both short-term and long-term. Arizona is no different, as the state of Arizona requires you to declare your property as a rental to the county assessor for your property taxes. In this case, I would not fear the City of Scottsdale. I would fear a home owner's association because their hands are not tied to ARS 9-500.39, and in my opinion, HOAs get away with too much.

I recently saw an article that the city of Scottsdale is revisiting the requirements and restrictions for STR in the city. Seems there are over 4,000 STRs in Scottsdale alone, not counting the rest of AZ and some neighbors believe that is infringing on their right to quiet possession. Anytime the city gets involved, it doesn't help the investor. ;-)

Arizona Law prohibits cities and towns from prohibiting short-term rentals, including Airbnbs. The statue is 9-500.39. There is an abundance of short-term rentals in Scottsdale; in fact, if you search short-term rentals within the Phoenix Metro area, you will find the majority of them being in Scottsdale.
