I would recommend the HELOC first. You are a cash buyer when you find something after that or at least have the down payment if it's something larger. As far as foreclosures, you literally need to have the money in hand if you buy from an auction. Do some reading so you know what's expected for due diligence. J. Scott has an excellent pair of books about flipping houses and estimating repairs that are offered in the BP bookstore. Even if you aren't flipping, the info re rehabbing is really good. Good luck.

I wish you the best but start with step one. Frugality. Step two. Learning. This site has both. THe BP Money podcasts have excellent tips for financial progress. You could check out the webinars and podcasts. Sign up for the present ones and watch the old ones on YouTube. Take notes. Ever heard of House Hacking? Read Scott Trench's book, "Set for Life".  Have a library card and an electronic device? Download digital Real estate books. BP has many of them, some offered at a discount after the webinars. Put money toward building yourself up. It may only take you a few hundred dollars to find out this isn't for you instead of a few thousand to some guru. Or you may find you love this stuff and you have $2000 saved toward your first deal :-)). Go to the meetups or set one up. Think positive.

THe webinars show how to find and input the #'s. If you're not a pro, you can find it on Youtube. Brandon does it every few months to help new folks and refresh the rest of us. I enjoy the webinars but often put it at a slightly faster speed on YouTube if I'm familiar with it. I can always back up and slow it down if I need to repeat it. Good luck

I believe you do the best with what you have. I also believe that many people who live in the ghetto are busting butt everyday if they're working. Set the standards. Many don't have experience with standards. Absolutely, provide the blinds. I also provide a doormat and explain the floors last longer if they wipe their feet before they come in. Hit and miss but it's always worth a try. I hope you get to say in a few years that your neighborhood has improved significantly. Keep your property up so you set the bar.
