Utilities are usually kept in the names of the building owner or current tenants. In many areas one phone call and utilities automatically revert to the owner between tenants with no further action.

@Eric Oszczypala  yes, that be the little jewel. I use a hand pump garden sprayer because it's easier to apply the water. You need to keep an area wet ahead of where you are working to make things easier. Try not to soak the Sheetrock. I HATE popcorn except in my stomach.

There is a handy dandy tool available that speeds the process up and saves your back. You should be able to find it at most home improvement stores for under $20.  Try to be careful not to gouge the Sheetrock. I usually put down cheap plastic before I begin.  It saves hours and hours of clean up. Good luck,

I have never had property taxes go down no matter how little I pay for a property. 

I wouldn't pay it. His extra costs are his problem not yours. I am guessing he is fairly new to the business world, not very good at it, a bit of a cheat or all of the above.

The homeowner died on the day my offer was accepted 9 years ago. In my case the daughter was POA and independent executor so things weren't held up much. We still closed within 2 weeks of the accepted offer. Good luck!

I look for small 2 bedrooms! It's all I rent out. I get great tenants, usually just 1 or 2 people. I don't like the inquiries I get on larger homes so those I sell.  It has worked very well for me. Good luck!
