Tim Murphy at Smartland was great for me a year or so ago when I took the trip to Cleveland. You can PM me for his info if you like.

PenFed Credit Union has been spectacular for me with HELOCS. Quick closings, good customer service, low fees, interest only payments and desktop appraisals in many cases. They will do up to 4 lines including your primary residence. I use them (HELOC's) to buy rental property for cash and pay the cash pulled from the other lines back. It is allowing me to scale quickly. My biggest problem right now is finding property that makes sense to buy.

My clients had little to no money and there was no catch for them. If you contact an income based service explain your situation and ask for a referral to one that isn't. Keep calling - it only takes one informed person to get the info you need.  You can also call the 211 helpline and ask for a referral.

Contact your local Legal Aid Society 1st thing in the morning. They will advocate for you free of charge. Connected my clients with them to good effect all the time in my former line of work. A google search and phone call will get you the results you need.

@Sanjeev Bhatia Where and when did you hear this info? This has been talked about for years. Be VERY CAREFUL if you invest here. My old job had me in this city and working with its residence often. It was a mess. No police force, trash MAYBE getting picked up, killings, drugs, crime and entire blocks of homes boarded up. 

Again I would love to know your source for this info...

For HELOCS on NOO I have had great success using PenFed CU. 80% LTV, quick and easy with a desktop appraisal in most cases.
