Depends what part? What’s the address or at least street and intersection. Parts of this along E. Cleveland are not so good.

If you can find a realtor who is investment oriented and objective and truly is not a salesman than that is a good place to Start. These are needles in the haystack, but they do exist.  I can refer both realtors and property managers that can act in this capacity.  


Other than that this sounds like it would be a reasonable service. Think about your business model and the fee structure. Might be a viable service, especially for Cleveland.

@James Wise's guide is definitely a good place to start. Also please know that Cleveland is a street by street type of city.  Get to know and lean on local investors and/or realtors (depending on what you are looking to accomplish) who are active in the specific zips you are interested in once you pick those.  There are large fluctuations between single zip codes (some zips having A/B and as D/F sections within a single zip.  If you are looking only by zip code as a whole you might make some bad mistakes.  Seek advice.

Cleveland.  Access to properties, rental demand and returns.  I also am active there on the wholesale side because of the sheer volume of activity with investors.  The city has also experienced and is experiencing a large influx of investment from corporations, which should bode well for the economy.  And yes, I am aware there are negative indicators as well from a macro perspective.

If you want to be in cleveland then 44128 and certain areas of Mt. Pleasant (44120) might be a good place to look.  44128 is a solid area, although properties will cost you more than they would in F class neighborhoods, obviously.

I would suggest 44128 if you want an affordable, decent area east of town. With that being said it depends on your strategy and risk tolerance.  If you’re looking for D and F areas on purpose then the issues that come along with it should be set in concrete for your expectations up front.

As everyone else has said, Cleveland Heights is a solid (to say the least) area with better kept properties, great location, higher rental rates, etc.  The downside will be the taxes, but with that being said the rental rates should help and the area seems well suited for appreciation.  According to Zillow the median house price increased ~8% in the past year.  With the strength of Cleveland Clinic and attractiveness of the area the location is definitely well positioned.
