When a landlord picks and chooses what to enforce in a lease, or ignores parts or all of the lease, the lease becomes unenforceable in a court of law.

I would leave it all alone and let her keep doing what she has done for years. 

Then, I would not renew the lease.

This is way too vague.

Building construction, insulation, layouts,  type of heat and boiler efficiency, etc all play a huge role.

Ask the owner to show you some bills.  what about cooking gas??

Do everything you can yourself and do it the right way.

The vast majority of contractors that you hire will not do things right, or the way that you want. They cut corners to save a buck at every opportunity. The ones who are legit and do things the right way will be expensive and booked up for a long time. 

Additionally, most all investors and homeowners have no idea what is the right or wrong way to do something and the contractors know this. 

Painting can be hired out

Tile work do yourself

Landscaping can be hired out

Real estate car salesmen, err I mean agents, have a fiduciary duty to save you money. 

But they dont care and most bring nothing to the table. I would fire that car salesman and approach the sellers agent myself.

I would house hack. This is actually how I started also. 

If you find an apartment building always live in the top apartment, as it is the quietest.

Is there any evidence of tire marks or grass sunken in? I don't see how this can be proved. 

At this point I would let the tenant know what I found and be clear these breaks often happen when something heavy is parked over it.

Then I would point blank ask the tenant if anybody parked there.

If the tenant says nobody parked there, then that is on the LL.

Also, I would now replace the abs with something that wont break as easily. Pex, etc. as long as its meets or exceeds local codes. 

Im all about owning properties free and clear. 

Especially rentals. 

I also fully understand all of the “so-called” professionals disagree with me.

I guess to each their own. 
 

This is what I would do:

OP- cut a piece of plywood, or something lightweight long enough to lay over the stairs (and just wide enough for her bike) so she can walk her bike up the stairs and into her apt. 

She can keep the ramp in her apt when not immediately used.  I wouldn't charge her for this ramp either. 

Easy peasy.

The only cons I am aware of are you can lose the property the same as conventional means. 

You would need to find out the terms of the owners proposal.  If they are old they may want a a shorter loan length, etc. If interest is low it may well work out. You need to ask the sellers tho.

In addition to the above comment, typically owner financing deals offer significantly lower interest rates than lenders do. 

My first deal ever was owner financed. I would recommend looking into it more if you like the property.
