Never, I use a google voice number and forward it to my and my wife's cell phones. That is also how we do texting with the tenants.

When our tenant did this we kept the deposit and just got it rented again. They took good care of the place and decided it wasn't worth the headache to chase it since we our market was strong.

I would throw out one more thing to consider, are you seeing others in your area charge application fees? Where I am you see it but it isn't the norm so we don't charge applicant fees but this is something that I pay attention to.
