I would pass on that applicant. You have been  given some great advice to quickly and cheaply improve your marketing of the property. Hopefully it will create a significant uptick in interest and applicants.

I would pass on the deal. You are banking on appreciation and it’s costing you $15.6k a year for something that may or may not happen.

Find syndication conferences you can attend to learn as much as you can in 2-3 days. It will be a ton of information, and you won’t learn everything but it builds a great foundation.

It really depends on your goals. High growth markets, that may be more expensive but may appreciate more quickly, or markets where you can generate a nice cash flow. 

Not knowing your goals is tough, but a couple growth markets to potentially look at include Tampa Bay, Jacksonville, Buckeye (AZ), Cincinatti, Huntsville (AL). There are so many more, but a handful to look at.

There are a lot of ways to build/scale a portfolio and creative financing solutions to do it. Bigger question is what kind of a strategy are you looking at? Property type? What is your end goal?

This is a tough one. Quick question. I'm a bit confused on the comps you are listing. Is the $500k comp with the additional $100k rehab?

Good advice from @Jon Kelly. Residential will be tricky, but commercial options should be available to you.
