@Jackie Flowers I never did any of those programs, but like @Demetrius Heggs indicated some are worse than others. Just read a lot, ask questions, observe and listen to the podcasts.

Eric - When it comes to livable space and tax assessments for example, attic and basement footage does not count. If it's not a full story then I'm afraid there is nothing you can do unless it's going to be built out.

@Mark Hamblin General reassessment in Cook County is done on a triennial schedule with Chicago being up for assessment in 2018 (reassessment being last completed in 2015). Each neighborhood is done at a different time of the year. Now in your case the value could essentially be adjusted due to the circumstances and I wouldn't be surprised if they are were alerted as to the higher sales price. Since you are buying a rehab and more than likely for the longer term, the taxes will always be in the same ballpark as the area comparables. So I would take that into consideration on your own pro-forma calculations and always re-appeal anyways.

Welcome @Bradley Calvin! First step will be to negotiate the terms with the seller and then have the attorney prepare the legal paperwork. Always go with attorneys who specialize in real estate, the agreements are all templates in the beginning and are revised accordingly.
