@Gerard Leeson ....My gut check says it is a supply line to one of those sinks you mentioned because of the "constant" nature.  With an exterior leak you tend to see an intermittent type issue.

If the supplies are copper lines, have you experienced any other "pin hole" leaks in the building?

@Abdessettar Ibourki ... My general rule of thumb is to earn a 30% ROI on the improvement. $10,000 invested should equal $3,000 in additional annual income (rent increase of $250/month). Be sure to understand what the market will support in rents to avoid over improving.

@Rodney Wright....I have the Chicago Controls thermostats in my multi-family units as well and they have been a huge help!!  Be advised though...if you have long term tenants that have been use to 80+ degrees ....there will be a learning curve :)

Check Chicago Controls...they offer temp limiting and auto set ba k thermostats. I've installed them in my 8 unit building with gas boiler this fall and have already seen a difference....in the gas bill and tenants mindset.
