It sounds like the seller "wants" to sell but doesn't "NEED" to sell. When wholesaling properties the traditional way you need to find the ones who actually need to sell. A lot of people would like to sell for their price not yours. 

Ask them if they are interested in an owner financing type situation. If you can get great terms you can flip that to another buy and hold investor if the terms are really good. (No down payment or very low down payment, low monthly payments, low or no interest rates, etc) Again these kinds of sellers are out there however they are the exception not the rule. Best of luck!

Like others have said there isn't a deal here. The cashflow would be minimal for a buy and hold investor, especially depending on the HOA fees. Keep on looking though...plenty of good deals out there!

@Patrick Martinez  had some great advice. Another thing that can help is drive the neighborhood on garbage days. If they don't have their garbage out and the house is rundown/newspapers everywhere/lawn hasn't been mowed etc you probably have a vacant property.

Assuming there wasn't a permit pulled if the foundation isn't correct. Either way the incorrect foundation wouldn't pass inspection anyway so it would need to be torn down or fixed like James said.
