@Darrell Overly  there are certainly enough mobile homes in the area around phoenix (East Mesa/Apache juction) but your issue may be the age of the homes and any limitations the park has on renting.   If you are in a good park it might work but your other issue is that many are over 55 communities.  Just some observations as I don't work in this space. Hope you get a mobile home expert to help you out.

@Tim Thompson  it could get tricky,  check your states laws on evicting victims of domestic violence. First you want to be sure a police report on the DV incident and if an order of protection was filed. If the police came they probably did not come and document the damages, get the report.   They probably documented the altercation.   The victim in some states has the right to ask you to change the locks.   If they did not file a police report on DV you may be able to just evict but otherwise in some states the victim may have the right to stay.   You should bill them both for the damages, take pictures and go to court. They are both leasees. You could just turn it in to your insurance it will be less trouble but make it part of an eviction if you one. Renters insurance will likely not pay for vandalism by the renter.

@Katharina Bormann in my experience they don't like those official looking letters in the mail so make sure you do that and also have a cost associated with unresolved issues like trash in your lease.

@Vivian Yip  We just use a very generous utility cap.  It is really targeted at gross overuse.

@Aaron Gordon  we did the student rentals down here in Narragansett for  a long time and the more accurate screening was getting the major. The more serious the major the less time to party. Grad students are good too and we still get them sometimes in our year round properties. Watch the laws if you rent to students because Narragansett has had some conflict. Not sure about Providence.

You have to get her out.  I am not sure if you are in an area where keeping the heat off could be a lease violation or you have that term in your lease. You should be able to get her out on that or late rent.  If you are unsure talk to a lawyer. If she is living on the edge encourage her to get on a list for subsidized housing.  Electric baseboard is expensive and takes a while to warm up so on and off doesn't work. There are some unit types you can use that Feel warmer but that doesn't sound like it is her problem.

@Jorge Liang it is tenant negligence.  He could use preventative maintenance on the dogs and keep his dogs  indoors and take them for walks as needed instead of letting them run in the yard. Unless you are feeding the cats it is just the way nature is, other outdoor animals like squirells can carry fleas too.
