If there's no lease how could they prove they gave a security deposit in the first place? If it were me I would say look you can't prove and I can't prove, If the apartment is left with no damage and no repair bill, I would just offer to give them a couple hundred bucks for moving truck. Have your lawyer draft up some paperwork for this agreement and all is well. Of course you should check your local landlord laws. Good luck.

Your best bet is to find a deal to split the profit on. My first partner deal was a flip. I found the deal, partner bought all cash, we split the profit after he recouped all his seed. Caveats: this partner knew me very well, the deal was a home run, he was in first position as my mortgage holder. I had 200$ in recording fees and we each made about 30k in 3 weeks. Lock up a good deal and you can find the money.

I just like the west end of PCB better than the East. On the east I'd try to be around Lagoon Drive. Sure don't want to be in the middle. This is in terms of me personally staying at the place. West is pricey right now.

Unopened doesn't necessarily mean abandoned. Too many variables and what ifs for this situation. As stated, check with the entities mentioned above, but most especially, a title attorney. This will give you direction.

Are you talking about the land or the structure? The structure may have been removed by a LOMA. Do you know if other properties nearby have ever flooded? Sometimes you can pickup good buys in a FZ if you can due your homework.

If the roofer doesn't want it, it's likely a tough one and would be best suited for a carpenter. Get it done right from the start. Good luck.

Grabbing materials is a big waste of time. I have done a fair amount of the work in my few rentals as part of the learning process and because I enjoy it. I already had a truck. If your plan is to do some work yourself then buy a used beater to ferry your materials. If not, your contractors can get the stuff there. I do love my truck though.😀
