Is this off market duplex better than the ones from MLS?

I would not base my calculation on the highest rent in the area. 

Is the building under rent control? Can you post some numbers?

Spend some time here reading the forums and listening to the podcasts, you might see some deals where you didn't see them before.

Also attend as many meetups as you can and talk with other investor.

@Jama Mohamed I had the same questions 5 years ago and I chose the out of state option.

2 years ago I decided to buy a duplex here in Burbank and house hack, I'm much happier with the duplex than the out of state investments. 

You can make money with both strategies.

Yes, I’m for the strategy #1.

For the strategy #2 you will have to buy a single family home that needs some work, rehab it while you live there and refinance after you finish rehabbing it. That is the only way that I see how you could create equity in 1 year to have enough to get out a HELOC.

You can buy another property or invest the money into some other kind of investments that can get you a better return than the rate of your loan.

If you have a loan at 5% rate and other investments that can yield 6-7%, if you have $100 extra do you pay down the loan or buy the second investment?

30 year loan with no extra payments. 

There a lot of investments that can get you more then 4-5% over a 30 year period.

What are the rates for HELOC? Maybe it's better to get an FHA loan for the next property and refinance to a conventional once you build some equity.

Did you think of refinancing the 15-year loan to a 30-year loan? It would help with the cash flow and DTI.

Looks very nice on the paper: get USDA loan, build equity, get out an HELOC..... and everything in 1-2 years.

What make you think that everything will go according to the plan? 

How much is the single family and how much will rent for?

How much is the 4 plex and how much the rents?

Try to get some more information and post it here.
