It looks like I'll have to play the game to figure out a good price. I have already planned for a >51% self occupancy for the SBA. 

I wasn't quite able to figure out what a third party BPO is? (tried to find it online)

I'm interested in purchasing a property to use for my own business as well as have an additional tenant to offset an SBA loan. I'm interested in a local building and a potential off market sale. The owners have some interest according to a broker I've secured. They sent out a letter and they responded but do not have an asking price. I'm wondering if it's possible to obtain a reasonable independent appraisal without the appraiser having to go into the building. The broker has provided comps but the $/sq ft is all over the place and the broker is pushing for an offer on the high end $sq/ft (clearly to their commision benefit)

Thanks @Logan Allec for your input and links. I didn't think this would be an easy question. It does sound like it's a lot more complicated than I had hoped for. It really seems like California makes it very hard for a small business person.

I live in california and have been speaking to my CPA about creating an LLC for purchasing property. He advised against in for properties in california because of the associated costs/tax with little extra benefit. If I were to invest out of state, e.g. texas, can I create a Texas LLC and not be subject to the burdens of a California LLC? I'm guessing my LLC would be taxed under Texas state law. Thanks in advance for any advice

What you've described are terms that would be offered to a strong bank client who doesn't need the money to do the deal.

I am from out of state and looking to find if there are any local or regional banks in the Ft Lauderdale area that are in the construction loan market that would be able to finance a construction to perm loan with 5% down for projects over $1Million

@Karen Margrave Thanks for reaching out. I'm looking at areas near where I can drive and explore and middle class. A coworker of mine has a cash flow positive property in the anaheim area, so I thought it would be a good start. I'm am looking for something less than five years.

Has anyone found Zillow as a reasonable tool to figure out what local rent rates may be? Is there an alternative which has more data and also thought to be accurate?

Still learning the areas with drive arounds. Wondering what others thoughts are on finding SFR or multiplexes in fullerton or anaheim. Is cash flow still a possibility with the recent rise in prices over the past 2-3 years?
