Texas LLC while living in california

I live in california and have been speaking to my CPA about creating an LLC for purchasing property. He advised against in for properties in california because of the associated costs/tax with little extra benefit. If I were to invest out of state, e.g. texas, can I create a Texas LLC and not be subject to the burdens of a California LLC? I'm guessing my LLC would be taxed under Texas state law. Thanks in advance for any advice

Yes, Californians, you have to register your non-CA LLC with CA.
