The default requirement for M2M leases in Maryland is 30 days.  You can put a clause in the lease to require 90 days, but the tenants may push back on that.  Just be prepared.  Also, make sure you define "extraordinary circumstances" in the lease so there is no confusion.  And I recommend that your require all notice be given in writing via text, email or certified letter.  I've seen cases where tenants put the notice in the memo line of their rent check, which, although it's technically in writing, leads to confusion as to when the actual 30 days started.  Just a few things to consider.

I would stand firm on having the tenant be removed prior to closing.  The fact that the seller is willing to reduce the purchase price by 10K to keep the tenant there is a huge red flag for me.  Maybe suggest the landlord offer the tenant cash for keys to vacate the property prior to closing.
