I have been reading a lot of forum topics and I see that neighborhoods are categorized as  A, B,C and D. I am curious as to how these classes came to be, who or what determines the classes and what criteria is used to determine the class assignment

Hello BP I need a efficient, affordable timely window installer in Dayton. The guy we were using isn’t available until February and we need to get this property sold.
