Wow -- Aron, this sounds completely outside of the jurisdiction of any government!!!   If I lived in your area, I would lean towards Mary Kay's advice, rather than shy away from an over-reaching & unconstitutional local government!!!

Wow, Hinrichs' reply was a total Bummer!!!  While there may some truth in it, from HIS perspective/experience, my experience is MUCH different!  I've been wholesaling for nearly 2 years, VIRTUALLY (from WAY out of my residential state).  I've been fortunate enough to connect with some AMAZING & experienced people (who have proven themselves to be reliable, trustworthy, honest, and EVERYTHING that I'd want from an associate [living by the Golden Rule]) -- via BP, CI, Craigslist, and more!!!!  In fact, that description (above) doesn't even do them justice -- my connections are BEYOND awesome people!!!!!  [They've become some of my dearest friends!]

Anyway, I just wanted to give you some ENCOURAGEMENT while considering/planning/striking-out to reach your goals!  Wholesaling can be difficult, but it can also be an almost 'lottery ticket' -- it all depends on your network.  Build your network WELL!!!

Raeshelle Cooke -- I've read through your entire post + all of the responses, etc,...

I've just GOTTA comment:

1 -- Your goals, at such a young age, are WONDERFUL -- and I wish that I had pursued those goals at your age!!!

2 -- Do NOT let ANYONE, or ANY opinion, knock you off track!!!!  Your long-term goals are AWESOME, and are VERY worthy of pursuing.

3 -- I understand your LONG-term goal, and the steps/methods that you ASSUME will get you there.  Just keep your mind OPEN to the fact that there may be several (currently unknown to you) methods (or stepping stones) of how you can "GET THERE"!!!

4 -- How familiar are you with 'wholesaling'?  This is an avenue that could be a way to 'dive into' the market, and meet TONS of people, and gain lots of valuable experience, ...and make some GREAT INCOME along the way (which you'll need, to fulfill your goals).

5 -- Keep in touch, and just wanted to say:  Best of Luck to You (of course)!!!

Thank you BOTH for your interesting responses, and I also learned from the conversation that followed!

I'll provide some miscellaneous examples, so you have a better idea what I'm looking for.  Then please give me any feedback/ideas you have about the more narrow question.

In one county in Florida, I have a contact who represents a land buyer living in California.  He buys land, vacant or improved -- doesn't matter.  I found him a 20-acre parcel for $3k/acre.  Problem?  He isn't interested in other counties!!  

I am finding nice large parcels -- really cheap -- but just skip them (having no land buyers, yet).  NONE of them are in areas like Lehigh Acres, either.

For instance:

10-acre for only $4k!!!  (in a nice rural area of 10-acre parcels, horses, etc., and only 12 miles from the Atlantic!)

355-acre for $200k (near Daytona Speedway...)

30+ acres wooded parcel NE FL $20k

many more examples...

So, what I'd like to develop is a buyers list of people just like that California land buyer!!  Someone who knows what they want, for how much, and when I run across it, then I don't have to "skip" it!!  I'll just contact my buyer right away with yet another great deal.

I hope this further explanation helps a little.

I'm always interested in learning new info/skills!!  I appreciate your reply, yet there a few things I don't immediately "grasp".  Maybe it's a "terminology" thing...

Please teach me about 

-- "the cad site in the county you're looking in for company extensions, Llc for example"...

-- "It also helps if the cad site has a good ui and preferably an interactive gis.
