I guess I'm thinking that just paying the fine might be the way to go, so I don't run into issues down the road with any other commission. I still believe that I didn't do anything wrong, and I could probably get out of it. But in the end, it isn't really worth it to try and save $500.

Get one of your contractors that you have a good relationship with over there to do a full bid on the job. Make sure you tell him to give you "retail" pricing, not what you're going to pay him. Support that with photos of the property. Get up close shots for every little thing thats wrong so that the contractor bid is justified. For instance, if there is a section of the exterior that has some stucco/siding issues, get a good picture of that to include. If there happens to be a water leak somewhere, be sure to get an "action" shot. Include as much as you can, to convince the bank that this property needs a good amount of work after being vacant for so long.

Failure to disclose an interest in the property "in writing." The buyer new I had an interest in the property I was selling, but the info never got to the lender, and they wrote the complaint which is how I got fined.

A couple of months ago, I moved from Nevada to California. Today I received a notice of violation from the Nevada Real Estate Commission and a fine of $500. Seeing as how I withdrew from the Nevada Commission in September, do I have to pay this? What would they be able to do if I didn't?

Any help is much appreciated.

I concur with what everyone else is saying. The internet will definitely produce better "leads," as everyone who contacts you is thinking about selling. Whereas your direct mail marketing will send you mostly people who are just fishing, or wanting to know how you got their info.

So is this a situation where if I know the property has an ARV of 400k, I could say something like "well a property is worth what someone is willing to pay, and I'd like to offer you $250,000 in cash, and I can close as quickly as you'd like." Would this work?

Two things. First, I tend to believe that a small hourly fee, + commissions is the way to go. Second, you need to be careful here. If her only criteria is to get the property under contract with your guidelines, then it's quite possible that you are going to be overpaying for certain deals.
